There are very few exceptions in the law that allow for criminalizing watching illegal behavior. Dog fighting, for example. But such activities generally take place on private property, not a public street.
The public vote was exceptional in that almost exclusively, city council shows a united front of agreement about personnel decisions that it makes in closed session.

Everything in the Plaintiff Jewel Mason’s claim is alleged and has not been proven in court. The City of Sacramento eventually settled with Mason for an amount reportedly in the lower five figures.
